Rebuilding the United States Navy and America’s Shipbuilding Industrial Base

The memorandum directs federal agencies to develop a plan to replace the Electromagnetic Aircraft Launch System and Advanced Weapons Elevators with steam and hydraulic systems on the CVN-81 aircraft carrier, including timelines and funding needs. It also directs the Department of War to expand domestic shipbuilding capacity and competition, use reliable and affordable designs, permit near-term purchases from foreign suppliers, and encourage investment in U.S. shipyards and related industries.
