Restoring Reciprocity in Government Procurement

The memorandum directs the Office of Management and Budget and the U.S. Trade Representative, working with the Federal Acquisition Regulatory Council, to identify Canadian-origin items that may lawfully be removed from or made unavailable in the federal civil procurement system. OMB must notify affected agencies about domestic alternatives where permitted, while the Trade Representative must monitor Canadian treatment of U.S. goods in federal and provincial procurement markets and identify circumstances that may warrant further action. The memorandum cites more than $280 billion in annual federal procurement covered by the World Trade Organization’s Government Procurement Agreement.
