The memorandum determines that domestic petroleum production, refining, and logistics—including exploration, pipelines, storage, and marine terminals—are essential to national defense under Section 303 of the Defense Production Act. It directs the Secretary of War to use the Act’s authorities to support expansion of these capabilities, including purchases, purchase commitments, financial assistance, or other measures, based on a finding that industry cannot provide them quickly enough because of financing constraints, permitting and infrastructure bottlenecks, long lead times, and supply-chain limitations.
