Exclusions from Federal Labor-Management Relations Programs

The order directs Federal agencies and agency subdivisions, including the Departments of State, Defense, Treasury, Veterans Affairs, Justice, Health and Human Services, Homeland Security, the Interior, Energy, Agriculture, Commerce, the Environmental Protection Agency, the United States Agency for International Development, the Nuclear Regulatory Commission, the National Science Foundation, the United States International Trade Commission, the Federal Communications Commission, the General Services Administration, and others, to exclude themselves from Federal Labor-Management Relations Programs. This exclusion is based on the determination that these agencies and subdivisions primarily function in intelligence, counterintelligence, investigative, or national security work, and that the application of certain sections of the United States Code to these entities is inconsistent with national security requirements and considerations.
