The order directs federal agencies to procure only Large Language Models (LLMs) that prioritize truthfulness, accuracy, and ideological neutrality in their responses to user prompts. The order specifies that these LLMs should not manipulate responses in favor of any ideological dogmas, such as Diversity, Equity, and Inclusion (DEI). The Director of the Office of Management and Budget, in consultation with other administrators, is instructed to issue guidance to agencies on implementing this order within 120 days.
The order directs the Department of Education to issue guidance on how states can use federal funding to support K-12 scholarship programs and to prioritize school choice programs in the department's grants. It also mandates the Secretary of Education to facilitate the closure of the Department of Education, aiming to save billions of dollars and allow states to determine their own education policy. A new law, the One Big Beautiful Bill, creates a nationwide tax credit program for education and establishes a Trump Account for every American newborn, expanding the use of 529 accounts for elementary and high school education.
The order directs federal agencies to prohibit federal contractors and their subcontractors from engaging in racially discriminatory diversity, equity, and inclusion (DEI) activities and to include contract clauses requiring contractors to attest they will not support or implement DEI practices that treat employees, applicants, or contracting parties differently based on race or ethnicity. Agencies subject to the Federal Property and Administrative Services Act must, to the extent permitted by law, ensure contracts include these prohibitions and related compliance measures covering recruitment, hiring, promotions, contracting, program participation, and resource allocation.
