President Trump fired Register of Copyrights Shira Perlmutter, according to press reports. Earlier this week the president fired her boss, the Librarian of Congress (see notice below). Perlmutter's removal comes after her office had published the third part of a lengthy report that raised concerns about the usage of copyrighted materials by AI.

It instructs the Department of Defense (DoD), specifically the Secretary of the Army, to establish a program for the use of nuclear energy and to begin operation of a nuclear reactor at a domestic military base by September 30, 2028. The Department of Energy (DoE) is directed to provide technical advice on the design, construction, and operation of these reactors, and to initiate the process for designating AI data centers as critical defense facilities. The order also aims to enhance the export of U.S. nuclear technology to allies and commercial partners.
The order directs federal agencies to expedite the integration of drones, or Unmanned Aircraft Systems (UAS), into the National Airspace System, scale up domestic production, and promote the export of American-made drone technologies. The Secretary of Commerce, in consultation with the Secretary of State and the Director of the Office of Science and Technology Policy, is to establish the American AI Exports Program within 90 days. The program will support the development and deployment of U.S. full-stack AI export packages. The Secretary of Commerce will also issue a public call for proposals from industry-led consortia, which must include a full-stack AI technology package and comply with all relevant U.S. export control regimes and policies.
The order directs federal agencies to collaborate with counterparts in the United Kingdom on joint opportunities in strategic science and technology disciplines, including artificial intelligence (AI), civil nuclear, fusion, and quantum technologies. Specific areas of cooperation include accelerating AI innovation through joint research programs, advancing innovative R&D, promoting AI exports, and developing secure AI infrastructure. Agencies involved include the U.S. Department of Energy, the U.S. National Science Foundation, the U.S. National Institutes of Health, the UK Department for Science, Innovation and Technology, and the UK Research and Innovation among others.
The order directs federal agencies to implement the Protecting Americans from Foreign Adversary Controlled Applications Act, which regulates foreign-controlled applications, specifically TikTok and its parent company, ByteDance Ltd. The Act prohibits entities from distributing, maintaining, or updating these applications within the U.S. territory. However, the order also allows for a "qualified divestiture," which means TikTok can continue to operate if it is no longer controlled by a foreign adversary. A plan has been proposed for TikTok's U.S. operations to be operated by a new U.S.-based joint venture, which will be majority-owned and controlled by U.S. persons.
The order directs federal agencies to utilize artificial intelligence (AI) to improve diagnosis, treatment, and prevention strategies for pediatric cancer. The Make America Healthy Again (MAHA) Commission, in coordination with the Secretary of Health and Human Services and other officials, will focus on accelerating AI-driven solutions at the Childhood Cancer Data Initiative (CCDI), which receives $50 million in funding annually for 10 years. The order also instructs these agencies to increase investment in pediatric cancer research, encourage private sector use of advanced technologies, and ensure AI innovation is integrated into current work on interoperability for electronic health record and claims data.
The order directs federal agencies to launch the "Genesis Mission", a national initiative focused on accelerating the application of artificial intelligence (AI) for transformative scientific discovery. The Secretary of Energy is responsible for implementing this mission within the Department of Energy (DOE), including the establishment and operation of the American Science and Security Platform. This platform will provide high-performance computing resources, AI modeling and analysis frameworks, computational tools, secure access to datasets, and experimental and production tools. The Assistant to the President for Science and Technology will provide general leadership of the mission, coordinating participating executive departments and agencies.
The order directs federal agencies to establish a national policy framework for Artificial Intelligence (AI). The Attorney General is instructed to form an AI Litigation Task Force to challenge state AI laws that conflict with this national policy. The Secretary of Commerce is directed to evaluate existing state AI laws, identifying those that conflict with the national policy, and those that should be referred to the Task Force. The overarching goal is to maintain U.S. global AI dominance through a minimally burdensome national policy framework.
The order directs federal agencies to prioritize the development and implementation of 6G mobile communications networks, citing their importance to national security, foreign policy, and economic prosperity. Specifically, the Assistant Secretary of Commerce for Communications and Information is instructed to study the 7.125-7.4 GHz spectrum frequencies for potential relocation of existing systems and reallocation for commercial use. The Secretary of State is also directed to advance these objectives through diplomatic engagements, including building a coalition of industry and foreign partners.
The order directs federal agencies to adjust imports of semiconductors, semiconductor manufacturing equipment, and their derivative products into the United States. The Secretary of Commerce has determined that the current quantity and circumstances of these imports pose a threat to national security and economy, as the United States is heavily reliant on foreign supply chains for these items. The country currently manufactures only about 10% of the semiconductors it needs, despite consuming approximately a quarter of the world's semiconductors.
This proclamation proclaims March 4, 2026 as the date on which seven leading U.S. hyperscalers and AI companies formally accepted the “Ratepayer Protection Pledge.” It states that those companies will ensure their data-center electricity needs do not raise household electricity costs by building, bringing, or buying new generation resources, paying for all new power-delivery infrastructure upgrades, negotiating and paying separate rates with utilities and state governments, and coordinating with grid operators while investing in local communities.

It requires those federal financial regulators to promote coordination with banks, credit unions, and fintech firms, encourage standardized supervisory expectations, and facilitate safe incorporation of fintech activities such as payment processing, lending, digital banking, custodial services, and digital-assets.
