The order directs federal agencies to prevent foreign nationals from using temporary nonimmigrant visas for birth tourism, defined as traveling to the United States to give birth and obtain citizenship or other immigration benefits. It instructs agencies to enforce visa and immigration laws against deceptive birth-tourism schemes, including operators that coach applicants to misrepresent their travel purposes, while targeting the use of tourism, study, exchange, and other temporary visa categories for these activities.

The order directs federal agencies to grant Cameron County, Texas a presidential permit to own, operate, and maintain the Brownsville and Matamoros Bridge at the Brownsville and Matamoros Port of Entry, describing the bridge and related U.S.-side facilities and making the permit subject to the application dated March 30, 2026. It requires the permittee to allow inspections and unrestricted access to federal, state, and local agency representatives, comply with all applicable federal laws and regulations, obtain and maintain required permits and approvals, and notify the President or his designee before transferring custody or control to any executive department or agency.

The proclamation declares June 2026 as National Homeownership Month. It highlights directives including an executive order to have Fannie Mae and Freddie Mac purchase $200 billion in mortgage-backed securities to lower borrowing costs, an executive order banning large institutional investors from buying single-family homes, and instructions to federal agencies to block corporations from using government-backed resources to outbid individual homebuyers and to use antitrust enforcement against corporate rent and pricing manipulation.

The order directs federal agencies to strengthen customer identification, enhanced due diligence, and risk-based controls at banks and other financial institutions to prevent cross-border illicit finance and money laundering, citing analyses of large-scale laundering and specific vulnerabilities such as low-dollar transfer hubs and over $312 billion laundered through U.S.-based accounts. It also directs agencies to address credit-risk practices by limiting or tightening lending standards for mortgages, auto loans, credit cards, and other consumer credit to inadmissible or removable aliens and to mitigate risks from employer misreporting or use of invalid tax and Social Security numbers.

The order directs federal agencies to have the Secretary of Homeland Security, in coordination with the Director of the Office of Management and Budget, use funds that have a reasonable and logical nexus to DHS functions to provide DHS employees the compensation and benefits they would have received absent the DHS shutdown, consistent with applicable law. It instructs agencies to, once regular funding is restored, adjust DHS funding accounts as authorized to preserve planned operations and clarifies the memorandum is to be implemented consistent with law and subject to available appropriations.

The order directs federal agencies to compile and transmit “State Citizenship Lists” of confirmed U.S. citizens who will be 18+ and reside in each State, using Federal citizenship, naturalization, SSA, SAVE, and other databases, and to update those lists at least 60 days before regular Federal elections or upon request for special elections. It instructs DHS (through USCIS) in coordination with SSA to establish procedures for individuals to access and correct their records, for States to use unique ballot envelope identifiers like bar codes, and for DOJ to prioritize investigations and prosecutions related to Federal election fraud.

The order directs federal agencies to establish a Task Force to Eliminate Fraud to identify and prevent fraud, waste, and abuse in federally funded benefit programs administered by States, and to require States to provide enrollee information and implement basic fraud controls to enable Federal verification of eligibility. It instructs agencies to coordinate investigations and take actions against improper payments and program exploitation—citing specific examples and estimates such as Minnesota’s Medicaid and SNAP errors (including nearly $866 million in SNAP spending with about 9 percent error and a nearly $250 million school meals fraud)—and to pursue measures targeting state practices that allow self-certification, expanded eligibility, or refusal to share data.

The proclamation designates a National Angel Family Day to honor American lives lost due to crimes committed by illegal immigrants. It further emphasizes a commitment to the largest mass-deportation effort in the nation's history to remove criminal illegal aliens, and to stop violence against law enforcement. The document also recalls specific cases of crimes committed by illegal aliens, and reiterates the administration's commitment to prevent such incidents through legislation such as the Laken Riley Act, which mandates the detention and deportation of illegal alien criminals.

The order directs federal agencies to enhance national security by focusing on criminal actors, including foreign nationals with criminal histories. It instructs the Department of Homeland Security (DHS) to safeguard U.S. borders by interdicting illegal persons and goods, and to access criminal history record information (CHRI) from Federal criminal justice agencies. The Attorney General is directed to provide DHS with access to CHRI. The order also allows DHS to exchange CHRI with border security and immigration authorities of trusted foreign governments, including Visa Waiver Program countries, under reciprocal agreements.

The proclamation designates a "National Day of Patriotic Devotion." It does not give specific directives to federal agencies, but it does highlight past actions. These include declaring a national emergency at the southern border, designating cartels as Foreign Terrorist Organizations and Specially Designated Global Terrorists, resuming border wall construction, reinstating the Remain in Mexico policy, deploying soldiers to the southern border, and executing a large deportation operation. It also mentions regulatory changes aimed at reducing inflation and lowering the cost of living.

The order directs federal agencies to restrict and limit the entry of certain foreign nationals into the United States to protect national security and public safety. The Secretary of State, in coordination with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, identified countries with deficient screening and vetting information, leading to a full or partial suspension of admission of nationals from those countries. The U.S. Government is also instructed to engage with these countries on measures to comply with U.S. screening, vetting, immigration, and security requirements.

The order directs the Secretary of War, the Attorney General, and the Secretary of Homeland Security to enhance security in Illinois, specifically around federal facilities. It calls for at least 300 members of the Illinois National Guard to be federally deployed to protect Immigration and Customs Enforcement (ICE), Federal Protective Services (FPS), and other U.S. Government personnel, as well as federal property in Illinois. The duration of this federal service is specified to be 60 days or at the discretion of the Secretary of War.

The proclamation recognizes the period from September 15 to October 15, 2025, as National Hispanic Heritage Month, in accordance with Public Law 100-402. It calls on public officials, educators, librarians, and all Americans to observe this month with appropriate ceremonies, activities, and programs, honoring the contributions of Hispanic-American citizens.

The order directs federal agencies to address the misuse of the H-1B non-immigrant visa program, which has been exploited to replace American workers with lower-paid, lower-skilled labor, particularly in IT and STEM fields. It highlights the significant increase in foreign STEM workers from 1.2 million in 2000 to nearly 2.5 million in 2019, largely facilitated by the abuse of the H-1B visa. The order also raises concerns about the impact on American IT workers, with unemployment rates increasing from 1.98% in 2019 to 3.02% in 2025, and reports of American tech companies laying off local workers while hiring thousands of H-1B workers.

The order directs federal agencies to establish the "Gold Card" visa program, which is overseen by the Secretary of Commerce, in coordination with the Secretary of State and the Secretary of Homeland Security. This program allows aliens who make a significant financial gift to the United States to establish eligibility for an immigrant visa using an expedited process. The requisite gift amount is $1 million for an individual donating on their own behalf and $2 million for a corporation or similar entity donating on behalf of an individual. The funds will be used to promote commerce and American industry.

The order directs federal agencies to prioritize the enforcement of laws against acts of American Flag desecration that violate applicable, content-neutral laws. The Attorney General is instructed to prosecute those who violate these laws, potentially including violent crimes, hate crimes, and crimes against property. Additionally, the Secretary of State, the Attorney General, and the Secretary of Homeland Security are directed to deny or revoke visas and other immigration benefits to foreign nationals determined to have engaged in American Flag-desecration activity.

The order directs Cameron County, Texas to construct, maintain, and operate a pedestrian crossing at the Gateway International Bridge Land Port of Entry, located on the U.S. border with Mexico in Brownsville, Texas. The construction, maintenance, and operation of the border facilities must comply with all applicable federal laws and regulations. Additionally, the permittee is responsible for taking appropriate measures to mitigate adverse environmental impacts associated with the construction, maintenance, and operation of the border facilities.

A federal judge ruled that ICE agents were conducting roving immigration raids without "reasonable suspicion" and instead were relying on improper factors like race, accent, and line of work to apprehend people. The ruling halts the roving raids, at least temporarily. The judge also ordered that DHS provide detainees with access to telephones and legal counsel while detained.

The Trump II Department of Homeland Security is ending Temporary Protected Status (TPS) for immigrants from Honduras and Nicaragua, citing improved conditions in those countries. TPS is a federal program that protects immigrants from deportation, and allows them to get work permits, if they are from nations affected by natural disasters or war. People from Nicaragua and Honduras first received TPS protection following a hurricane in 1999. The department previously announced it would end TPS protection for people from Afghanistan, Cameroon, Nepal, Haiti, and Venezuela.

A federal judge ruled that the Trump administration cannot deny entry to people crossing the border seeking asylum. The asylum process ahs been part of U.S. immigration law since 1980. It allows people with credible fears of persecution in their home countries to apply for asylum and refuge in the U.S. The ruling will take effect in two weeks, allowing the administration time to appeal.

The Justice department put forward in a memo a plan to prioritize denaturalization in cases involving naturalized citizens who have broken the law. In the memo, DOJ leadership said denaturalization would become a top five priority for Civil Division staff.

Last week's SCOTUS ruling narrowing lower courts' ability to order nationwide injunctions left unsettled the underlying question about the legality of the president's executive order meant to end birthright citizenship. SCOTUS gave opponents of the executive order 30 days to get legal arguments and cases underway. Meanwhile, 28 U.S. states didn't challenge the order, and those may allow the order to go into effect once the 30 day period passes, potentially ending birthright citizenship in those states.

The administration will revoke Temporary Protected Status and work permits for hundreds of thousands of Haitians in September. The protected status has allowed Haitians to immigrate from their crisis-stricken nation to the U.S. legally since 2010. The administration said that crisis conditions in Haiti have abated enough to end the program. Meanwhile, the State Department advises Americans to avoid travel to Haiti due to its widespread gang violence.

The order directs the City of Eagle Pass, Texas, to expand and continue to maintain and operate a vehicular and pedestrian crossing at the Camino Real International Bridge Land Port of Entry. This includes the construction of six vehicle lanes in a second span adjacent to the existing bridge. The permittee is required to comply with all applicable federal laws and regulations, mitigate any adverse environmental impacts, and obtain all necessary permits and authorizations prior to commencing construction.

A three judge panel of the Ninth Circuit ruled that the Trump II administration had a legitimate interest in protecting federal employees and property and that federalizing the California National Guard to do so was within the president's powers. The court also said that the government must provide justification for its action, and the case will return to the lower court to make that determination.

A federal judge ordered the release of Mahmoud Khalil, a student and activist at Columbia University. He was held in a Louisiana immigration detention center for three months after DHS agents arrested him, one of the first students targeted for deportation for their pro-Palestine protest actions on campus. He was the last of several noncitizen students picked up during the administration's crackdown last spring to be released.

Several members of the Senegal Women's Basketball team were denied visas to enter the United States to take part in a training camp. In response, the team cancelled its training camp visit and instead will hold its training camp in Senegal's capital, Dakar. The Senegal Basketball Federation said that two members of the federation, a doctor, a physical therapist, five players, the GM, a steward, and a "ministerial delegate" were all denied entry. Senegal is not currently on the list of countries from which travel is banned. The State Department didn't give a reason for the denials.

The Trump II State Department said it is restarting the process for accepting student visa applications, but said it would require applicants to unlock their social media accounts for review. Consular reviewers will be looking for posts and messages deemed "hostile to the United States, its culture, government, institutions, and founding principles."

On Tuesday the Trump administration federalized another 2,000 California National Guard troops. They join 4,000 National Guards and 700 Marines in supporting DHS deportation roundups in Los Angeles. The move comes a few hours after a three-judge panel of the Ninth Circuit heard arguments in the California Governor's lawsuit against the Trump administration's federalization of the National Guard.
